Abstract

This document is a letter from the National Foreign Trade Council opposing any independent panel at the International Finance Corporation. The document relates to the multi-year debate regarding how to hold the IFC accountable to locally affected people for environmental and social standards, including the potential extension of the World Bank Inspection Panel to the IFC and MIGA. This debate socialized the norm of accountability for IFC and MIGA, contributing to the eventual launch of the Compliance Advisor/Ombudsman (CAO) (in 1999). The CAO, along with the adoption of the Performance Standards in 1997, formed the heart of IFC and MIGA’s accountability toward project-affected communities for environmental and social impact.
