Abstract
This document by IFC and MIGA staff describes the history and context leading to the creation of the CAO. Although undated, it was written between the time when the search committee was identified and when Meg Taylor was selected as the first CAO. That means this document is from sometime between October and December of 1998. It reflects the view that the CAO would focus on resolving disputes and the WBIP would be engaged to conduct the compliance review for IFC and MIGA. As it happened, the CAO would be given both the dispute resolution and compliance roles.
