Abstract
This article examines whether the CTF is an instrument through which donor countries can fulfill their international climate change funding obligations under the UN Framework Convention on Climate Change (“UNFCCC”). First, background for answering this question is provided. Then it is argued that inconsistencies between the CTF and the UNFCCC should prevent CTF donations from fulfilling UNFCCC obligations.
