Try Them in Absentia
Abstract
The International War Crimes Tribunal has indicted a number of Bosnian civil war participants for war crimes, most notably the Bosnian Serb leaders Radovan Karadzic and Ratko Mladic. But so far the Bosnian Serb government has not fulfilled its express commitment under the Dayton Accords to deliver these indicted Serb leaders to the tribunal for trial, and they are most unlikely to appear voluntarily.
