“By themselves, executive orders don't necessarily have a lot of legal sway, and that's particularly true if Congress has already spoken to the issue with a statute that's a duly enacted law,” says William Snape, a professor at American University’s Washington College of Law.

Many of Trump’s executive orders are an attempt to push the legal envelope, according to Snape. . . 

The executive order is interesting to Snape, he says, “because I think it's still an open legal question.” He says it could reach the Supreme Court.
